The FAA HIMS Program operates on criteria, data, and internal guidance the public has never been permitted to read. The Freedom of Information Act is the legal tool that forces those records into the open, and P4HR is using it.
What We Are Seeking
Our requests target the records that would let pilots, physicians, and policymakers evaluate the program on evidence rather than assurances: the program data held by the FAA and CAMI, including outcomes, denials, monitoring durations, and participant counts; the internal guidance and criteria actually used to decide Special Issuance and recovery determinations; records showing what ethics and institutional oversight, if any, governs the collection and use of pilots’ medical data; and the communications that show how HIMS policy is made, and by whom, outside any formal rulemaking process.
Why These Records Matter
Pilots in HIMS are held to standards they cannot read, for durations no rule defines, based on data no one outside the agency can check. Every public claim made about the program, from its success rates to its necessity, rests on records the FAA controls and has not published. Disclosure is how those claims get tested. It is also the foundation for the accountability work that follows: our formal request for the program’s underlying data, the DOT OIG accountability process, and the complaint pathway available to any affected airman.
The Document Library
Released records will be posted on this page as they are produced, with each document presented in full so readers can draw their own conclusions. Requests are active and this library will grow. If a record you expected to see here has been withheld, that fact is itself part of the story, and we document the withholdings too. When the FAA denied our request for the HIMS training materials in full, citing FOIA Exemption 2 and Privacy Act Exemption (k)(6), we published the response and our analysis in When Transparency Becomes a Threat.
FOIA 2026-01412 — HIMS Database Records / Section 554
P4HR coalition member Brent Weyhrauch requested the underlying HIMS data, FAA–ALPA communications concerning the National Academies’ data requests, records concerning data ownership and access, program evaluations and audits, quality-assurance reviews, documentation supporting the public “85%” success claim, and records concerning FAA compliance with Section 554 of the FAA Reauthorization Act of 2018.
The FAA Office of Aerospace Medicine has issued an interim response and released the 2020 FAA–ALPA HIMS Other Transaction Agreement. Additional FAA searches remain pending, so this entry will be updated as further records are produced.
